DEQ Requests Public Comment on Montana Nonpoint Source Management Plan Draft

The Montana Department of Environmental Quality (DEQ) is seeking public comment on the draft Montana Nonpoint Source Management Plan. Public comments on the draft plan will be accepted through Feb. 9, 2026. 
 
The draft statewide plan describes the framework and strategies that DEQ uses to address nonpoint source pollution and its impact on water quality in Montana. Nonpoint source pollution is the largest cause of water quality impairment in Montana and is associated with land uses such as agriculture, forestry, urban and suburban development, and runoff from abandoned mine sites. Common pollutants include sediment, nutrients (nitrogen and phosphorus), temperature, pesticides, pathogens, metals and salinity. These pollutants are primarily carried via surface runoff from rain or snowmelt and groundwater flows and can harm aquatic life and make the water unsafe for human recreation and consumption. 
 
Nonpoint source pollution is controlled primarily through voluntary best practices and projects such as protecting and restoring streamside and lakeside vegetation, reducing erosion, providing alternative water sources for livestock, or re-meandering historically straightened streams. DEQ implements the nonpoint source pollution program in Montana in partnership with local, state, federal and tribal partners. The draft plan reflects new initiatives and improvements to DEQ’s Nonpoint Source and Wetland activities. 
 
Plan updates include prioritization factors for water quality restoration and protection such as addressing polluted waters or protecting waters at risk of becoming impaired. The plan also outlines specific and actionable strategies to address nonpoint source pollution from different land uses, describes a statewide focus watershed strategy, and updates best management practices including beaver mimicry practices. 
 
DEQ will review all submitted comments and use feedback to prepare a final version for submittal to the Environmental Protection Agency for approval. To view the draft plan or submit a public comment, visit DEQ’s website.
