MEPA | Draft Greenhouse Gas (GHG) Guidance | Comment Period Ends October 30, 2025 | Listening Sessions October 27, 29, and 30, 2025
Senate Bill 221 from the 2025 Legislative Session directed DEQ to create a guidance document for state agencies to use as a resource when gathering information about greenhouse gas emissions (GHG). Agencies gather this information while conducting an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) under the Montana Environmental Policy Act (MEPA).
GHG emissions are gases, such as carbon dioxide, methane, nitrous oxide, and fluorinated gases that are released into the atmosphere.
To enhance the guidance document, DEQ is seeking substantive public comments on the draft GHG Guidance. A substantive comment is relevant, fact-based, and specific and may offer insight, analysis, or constructive feedback on the draft document. The public comment period on the draft GHG guidance document is from October 1 – 30.
