Under the Montana Environmental Policy Act (MEPA), Montana agencies are required to prepare an environmental review for state actions that may have an impact on Montana’s environment. The proposed action is considered to be a state action that may have an impact on Montana’s environment and, therefore, the Department of Environmental Quality (DEQ) must prepare an environmental review.
