State Superfund | PacifiCorp Substation Voluntary Cleanup Plan Closure and Delisting | Flathead County | Comment Period Ends July 3, 2025
In accordance with 17.55.114(6)(c) of the Administrative Rules of Montana (ARM), DEQ hereby gives notice of a 30-day public comment period on its final determination to close and delist the PacifiCorp Bigfork Substation Facility (Facility) in Bigfork, Montana. PacifiCorp has successfully completed a voluntary cleanup of this Facility. DEQ is soliciting public comment via this notice and a legal advertisement published in the Daily Inter Lake on the proposed delisting. DEQ has determined that through this voluntary cleanup PacifiCorp has completed all remedial action required for the Facility. Thus, upon payment of all remedial action costs, all the requirements of CECRA will be fully met, including the requirement that conditions at the Facility assure present and long-term protection of public health, safety and welfare and the environment. Therefore, DEQ proposes to remove the Facility from the CECRA priority list once closure is approved.
Interim cleanup activities have occurred at the Facility to remove contaminated soils. The VCP consisted of the placement of institutional controls limiting use of a surveyed area in the northeast portion of the Facility next to the Hydroelectric Plant Building.
The public comment period on this delisting will begin on Tuesday, June 3, 2025 and ends on Thursday, July 3, 2025 at 11:59 pm. Copies of the Voluntary Cleanup Plan are available at the Flathead County Library located at 247 1st Ave East in Kalispell. Please work with the library staff to access and review these documents if necessary. Copies of the Voluntary Cleanup Plan and other site-related documents are available at the DEQ State Superfund Unit of the Waste Management and Remediation Division office located at 1225 Cedar Street in Helena. DEQ will hold a public meeting upon written request to the DEQ on or before July 21, 2025, by 10 or more persons, a group of 10 or more persons, or by a local governing body.
