Who's Eligible
All entities planning to
use SRF funding must contact the Department of Environmental Quality SRF Loan Program and
request that their project(s) be added to the Water Pollution Control (WPC) or Drinking
Water (DW) SRF Project Priority List contained in the Intended Use Plan. This annual process,
typically, begins in July to identify projects which may need SRF funding for their project in the
upcoming year. Early notification by the applicant is essential to get on the
Priority List and a project remains on the list until it has been completed regardless of
the funding source(s) used to finance the project.
Water Pollution Control SRF (WPCSRF)
- Municipalities (meaning a state agency, city, town or other public body
created pursuant to state law)
- to finance all or a portion of the treatment works project costs or
to buy or refinance debt obligations of municipalities
- Municipalities or Private Persons (meaning an individual,
corporation, partnership or other non-governmental legal entity)
- to finance all or a portion of the costs of non-point source
pollution control projects
WPCSRF Project examples:
- wastewater treatment plant improvements
- interceptors
- collectors
- lagoon rehabilitation
- lagoons
- storm drains
- land used for treatment purposes
- project design
- inspection
- facility plans
- non-point source pollution control
Drinking
Water SRF (DWSRF)
- municipalities, public or private community
water systems & non-profit non-community water systems
- to finance all or a portion of the treatment works project
costs or to buy or refinance debt obligations
DWSRF Project examples:
Projects that facilitate compliance with the national primary
drinking water regulations; further public health protection objectives of the federal
act, including but not limited to projects that involve:
- acquisition of land that is integral to the project
- consolidating water supplies
- engineering
- new sources
- treatment
- source water protection
- storage
- distribution
