PTRCB Public Involvement Policy
Effective: July 10, 2000
Presiding Officer: Tim Hornbacher
Purpose: It is the intent of the Petroleum Tank Release Compensation Board to adopt policies that provide for: (a) appropriate public participation; and (b) minimal costs to the Petroleum Tank Release Cleanup Fund. This policy is to establish the procedures the Board Staff shall follow pertaining to public participation in the formulation of policies. Because Board policies are not adopted as formal rules, the Board intends that its policies apply in common-sense fashion to site-specific situations.
The Board staff will apply the following procedures developing Board policies:
- Maintain a mailing list of interested parties including tank owners and operators, consultants, industry representatives, and public involvement associations.
- Circulate a draft version of any proposed policy to the mailing list of interested parties and request comment prior to presentation of the proposed policy to the Board. The draft policy also shall be publicly accessible on the Board's page of the Department of Environmental Quality's Web site.
- Prepare responses to comments on proposed policy drafts and revise policy drafts if appropriate.
- Schedule informal meetings with interested parties for discussions of effects of proposed policies, depending on their nature and complexity.
- Provide copies of comments and responses to comments with a final draft of a proposed policy in the pre-meeting mailing to Board members, and include discussion of the policy on the Board's meeting agenda. The comments, responses and proposed final draft shall also be posted on the Board's pages of the DEQ Web site.
- Distribute a report of the Board's final action on the proposed policy. If adopted, the policy shall be distributed to interested parties and posted on the Board's page of the DEQ Web site.
