Nonpoint Source 319 Project Funding

The state of Montana receives funding annually from EPA through Section 319 of the Clean Water Act to distribute throughout the state to groups interested in implementing projects to reduce nonpoint source pollution to our waters. These funds support a wide variety of activities including technical assistance, financial assistance, education, training, restoration projects, and protection projects. DEQ solicits project proposals from eligible applicants and funds are distributed competitively to support the most effective and highest priority projects. The application process begins in June. Proposal Review:

The Montana Watershed Coordination Council will assist the DEQ Nonpoint Source Program staff in reviewing and providing comment on the 319 Project Proposals. The purpose for this review is to provide the applicants with recommendations for strengthening their applications. The recommended edits/comments will be provided in written form to the applicants by DEQ two weeks following review. Applicants are encouraged to incorporate those comments into their final application. Applicants will have 5 minutes at the meeting to introduce their projects and 10 minutes to answer questions from the reviewers. Attendance is not required but applicants are encouraged to attend the MWCC review meeting.

Application Review:

Final applications will be evaluated by an Agency Review Panel on Thursday, October 20, in Helena. This panel will be chaired by DEQ, and will include representatives from various state and federal agencies. It will serve as the final technical review for the proposed projects. Project sponsors will be offered an opportunity to present projects to the panel. Presentations will be limited on time and will include a few minutes for questions and answers.
