Underground Storage Tanks

    The Underground Storage Tanks program has proposed a technical amendment to ARM 17.56.402 that corrects errors in the internal references of the regulations governing release detection for piping. The amendment makes no substantive changes and no public hearing on the proposal is contemplated. A link to the notice is provided here, and details the process for submitting public comment and the anticipated adoption date.

    TankHelper II is a free internet-based program that generates a customized, video-based training session for owners and operators that translates complex underground petroleum storage tank rules into simple, easy-to-understand lessons. The service presents tank owners and operators with a series of training videos specific to their facility and/or operator category. The training videos are followed by lesson quizzes that test the owners knowledge of their tank systems.  The service was built to meet the requirements of the 2005 Energy Act.  It provides the necessary training required in each state by the Environmental Protection Agency (EPA). 

    Montana Underground Storage Tank Program

    The goal of the Montana Underground Storage Tank (UST) Leak Prevention Program is to protect human health and the environment by preventing releases of petroleum and hazardous substances from UST systems. The release of these regulated products into the environment threatens groundwater resources and can cause explosive vapors to seep into confined spaces and occupied dwellings.

    The objectives of the UST Leak Prevention Program are to ensure that:

    1. UST systems are properly constructed and designed using recognized industry standards;
    2. installations, repairs and removals are conducted and inspected by qualified, trained and licensed individuals;
    3. active USTs are properly operated and monitored for releases;
    4. upon closure, USTs are properly decommissioned and sites assessed for contamination.

    EPA State Program Approval  The Montana UST Leak Prevention Program is authorized by the Environmental Protection Agency (EPA) to operate in lieu of an EPA administered federal program.
