DEQ has several resources to assist in navigating our permitting processes and various services. We encourage conversations and pre-meetings with our programs to help anyone get the resources they need to successfully apply for a permit, or receive assistance from DEQ. If your activity is within or adjacent to designated sage grouse habitats, first consult with the Montana Sage Grouse Habitat Conservation Program or visit the DEQ Sage Grouse Advisory for maps and additional information.
DEQ has recently released an online system to apply for and manage a range of water permits. The tool is called FACTS and stands for Fees, Applications & Compliance Tracking System. Wastewater and stormwater discharge permits, individual surface and groundwater as well as general permits are included in the system.
Certain construction activities that affect streams or wetlands or that occur on floodplains may be regulated. The Stream Permitting Guide is a useful starting point for determining what permits may be required.

Our Energy Planning & Renewables Program specialist is Kyla Maki and she can be reached at (406) 444-6478. This office assists commercial and private wind energy development in the state and offers assistance in securing appropriate permits.
DEQ also has Montana Environmental Policy Act Coordinators who serve as project coordinators for large projects requiring Environmental Impact Statements (EIS) and multiple permitting or planning actions on the part of DEQ.
