DEQ Seeks Public Comment on Clostrip Stream Electric Station Report      

The Department of Environmental Quality (Department) is inviting public comment on one report regarding the waste water facilites at the Colstrip Steam Electric Station, as required by the Administrative Oder on Consent between DEQ and Talen Montana, LLC. The report DEQ is seeking comment on is the Units 3 and 4 Cleanup Criteria and Risk Assessment Report, which is available at DEQ's website.

A Public Meeting on the report will be held if a written request is received within 10 days of posting this notice by 10 people or more, or by a group having 10 members or more.

The Department of Environmental Quality (Department) is inviting public comment on the proposed incorporation of air pollutant emission limits concerning the protection of visibility, currently included in the Environmental Protection Agency’s (EPA) Federal Implementation Plan (FIP) (40 CFR §52.1396) into Board Orders that may be submitted by the State of Montana to EPA for inclusion into the State Implementation Plan (SIP).

Specifically, the Department proposes to include emission limits affecting the following facilities:

  • Talen Montana, LLC’s Colstrip Steam Electric Station, Units 1 and 2
  • Talen Montana, LLC’s JE Corette Steam Electric Station,
  • Ash Grove Cement Company’s Montana City Plant, and
  • GCC Three Forks, LLC’s Trident Plant.

The Department and affected parties are seeking Board Orders from the Board of Environmental Review (BER) to approve and adopt the emission control strategy outlined in the FIP and included in Exhibit A. Upon adoption of these Board Orders, the air pollutant emission limits will be incorporated into the Montana Regional Haze SIP, replacing any existing FIP requirements.
