Public Comment Open on Colstrip Steam Electric Station Reports

HELENA – The Montana Department of Environmental Quality is seeking public comment on two reports regarding the waste water facilities at the Colstrip Steam Electric Station. The reports are required under the Administrative Order on Consent between DEQ and Talen Montana, LLC at Colstrip, which provides a mandatory procedure for investigation and remediation related to the waste water facilities. 

 

DEQ will conduct a public meeting on the reports if a written request is received within 10 days of posting this notice by 10 or more people or by a group having 10 or more members.

 

The reports DEQ is seeking comment on are:

 

  • Colstrip Revised Plant Site Remedy Evaluation Report
  • Colstrip Units 1 & 2 Cleanup Criteria and Risk Assessment Report

 

The revised Remedy Evaluation Report is the second version of the Remedy Evaluation Report required by the AOC, which summarizes feasible remedial alternatives and identifies a preferred remedy.

 

The Cleanup Criteria and Risk Assessment Report identifies the Cleanup Criteria for the constituents of interest, transport mechanisms for the constituents of interest, potential receptors, and an assessment of the risk posed by constituents of interest that exceed soil or water screening levels.

 

Copies of the reports are available at DEQ’s office at 1520 E. 6th Ave. in Helena, Talen Montana’s office at 303 N. Broadway, Suite 400 in Billings, and the Bicentennial Library, 419 Willow Ave. in Colstrip. The 30-day public comment period for the revised Remedy Evaluation Report started January 2 and ends February 1, 2018. Written comments must be received by 11:59 p.m. on February 1.

 

The 30-day comment period for the Cleanup Criteria and Risk Assessment Report begins January 23 and ends February 23, 2018. Written comments must be received by 11:59 p.m. on February 23.
