DEQ seeks public comment on Colstrip Steam Electric Station Reports

HELENA – The Montana Department of Environmental Quality is seeking public comment on the Revised Plant Site Remedy Evaluation Report regarding waste water facilities at the Colstrip Steam Electric Station. This report is required under the Administrative Order on Consent (AOC) between DEQ and Talen Montana, LLC at Colstrip, which provides a mandatory procedure for investigation and remediation related to the waste water facilities.

DEQ will conduct a public meeting on the report if a written request is received within 10 days of posting this notice by 10 or more people or by a group having 10 or more members.

The revised Remedy Evaluation Report is the third version of the Remedy Evaluation Report required by the AOC, which summarizes feasible remedial alternatives and identifies a preferred remedy. DEQ has provided conditional preliminary approval of this report to Talen; final approval may be provided after any public comments have been addressed.

Copies of the reports are available at DEQ’s office at 1225 Cedar Street in Helena, Talen Montana’s office at 303 N. Broadway, Suite 400 in Billings, and the Bicentennial Library, 419 Willow Ave. in Colstrip. The reports are also available electronically at: http://deq.mt.gov/DEQAdmin/mfs/ColstripSteamElectricStation

The 30-day public comment period starts August 13 and ends September 12, 2018. Written comments must be received by 11:59 p.m. on September 12 and can be sent to Sara Edinberg, Waste Management and Remediation Division, P.O. Box 200901, Helena, MT 59620-0901, or electronically to: DEQColstrip@mt.gov

Additionally, DEQ will hold an annual public meeting regarding the status of the AOC process, and will provide an update on the proposed cleanup plans and anticipated timeline of implementation. The public meeting will be held in Colstrip on August 22, 2018 at 6 p.m. at the Colstrip City Hall. Please contact Sara Edinberg at 406-444-6797 or DEQColstrip@mt.gov with questions regarding the meeting.
