Universal waste transporters
are persons who transport universal waste from handlers of universal waste to other
handlers, destination facilities, or foreign destinations.
- Universal waste transporters are prohibited from disposing of universal waste.
- Universal waste transporters are prohibited from diluting or treating
universal waste, except by responding to releases as provided in 40 CFR 273.54.
- Universal waste transporters must comply with all applicable U.S.
Department of Transportation regulations, 49 CFR 171 through 180.
Universal waste does not require a hazardous waste manifest. Under
the Department of Transportation regulations, some universal waste may meet the
criteria for one or more hazard classes specified in 29 CFR 173.2;
however, universal waste shipments do not require a manifest under 40 CFR
262. Shipping documents may not identify the universal waste as a
hazardous waste, see 40 CFR 273.52 for further guidance
