Town Hall Meetings on New Asbestos Control Rules
Save the date! The Asbestos Control Program has scheduled a town hall meeting Missoula, Montana. The abestos town hall meeting will be held at the Best Western Grant Creek Inn, 5280 Grant Creek Rd, Missoula, Montana, on January 26, 2012, from 2 - 4 p.m.
An asbestos town hall meeting is also scheduled at the Bozeman Public Library Conference Room, 626 East Main, Bozeman, Montana, on February 9, 2012, from 1 - 3 pm.
If you can't make the meeting in Missoula or Bozeman, the last meeting is scheduled for February 2 in Great Falls.

The program has added a page number footer to the document to make it easier for Because it may take some time for the Secretary of State to publish the rules, the program has generated a courtesy copy of the rules for your immediate use. Language that has changed or been added to the rules is marked in bold blue and italicized. This form was selected so that if the document is not printed in color, the material that has been changed or added will appear in bold italics. The program has taken great effort to assure that the courtesy copy accurately reflect the changes made by the MAR Notice but should a difference between the courtesy copy and MAR Notice exist, the MAR Notice and the subsequent publication of the rules by the Secretary of State are the official and enforceable version of the rules. New Asbestos Program Rule Changes are in Effect
The Secretary of State published MAR Notice No. 17-317 in the Montana Administrative Register, Issue 20, regarding the Notice of Amendment, Adoption, and Repeal - Incorporation by Reference - OSHA Preclusion - Asbestos Project Management on October 27, 2011. When the Secretary of State has published the final rules, they will be available on its website at www.sos.mt.gov. For a working copy of the new rules, the department is working on an unofficial courtesy copy that combines the rule changes and the part of the old rules that remain in effect. Please check back for the posting of this document. Notification of the posting will be made through the program's List Serve and a note published on its web page. Sign up for the List Serve at http://svc.mt.gov/deq/ListServe/asbestosStep1.asp. The department is also providing the following links to the MAR Notice, Issue 20, and the Proposed Rules as noticed April 14, 2011.
Also, with the new rule changes will be new forms. The program has developed three forms for notifications. All fields on the forms must be completed. With names, first and last name must be entered. Also, you must list the first and last name of a person who will be on site during the activities that the department may contact during program inspections of the site.
- Montana Asbestos Project Permit Application and Demolition/Renovation Notification, MTACP01. This is the long form for applications and notifications. (PDF) (Word)
- Montana Asbestos Project Permit Application and Demolition/Renovation Notification, MTACP02. This form is to notify of demolition activities in which the facility is being demolished and NO ACM has been identified in the facility nor is there any ACM being left in the building. If ACM is being left in the building, you must use Form MTACP01. (PDF) (Word)
- Montana Asbestos Project Permit Application and Demolition/Renovation Notification, MTACP03. This form is used for asbestos-related activities for ACM that is regulated. Activities covered by this form are listed under the "Type of Activity" section at the top of the form. This is the short form of Form MTACP01. New Look of ACP Website
We have revised the website to make a little more user-friendly. As you see on the left navigation, we have shortened it up and are using images for each subject. On the Contractor, Accreditation, and Homeowner pages, we have revised the pages with varioius tabs for the information. Click each tab name gives you information specific to that subject. We are still working on frequently asked questions for the contractor tab. So keep coming back to check out the Contractor tab. Did You Know?
Did you know that an Application for a Montana Asbestos Project Permit and NESHAP Demolition/Renovation Notification can be deemed deficient if it is missing any one or more of the following:
- The required fee
- A project design completed by a Montana-accredited project designer
- Missing abatement or demolition/renovation dates
- A correct latitude/longitude
- Missing inspection information
Be sure to review your application for completeness.
